Plans of allocation, which vary in length from five to fifty pages, are written by lawyers and can be extremely complex. Converting each POA to computer code can turn into a thousand lines per page. In excess of 10,000 man-hours were dedicated to software development over the past eleven years to accurately interpret this data. Data fed to the machine must be "normalized" to properly integrate with the software. Years of manual analysis would be required to equate accuracy similar to the CAS system. In 2001, securities-related class action settlements totaled a record $2.7 billion. The size of settlements and number of cases continues to increase, while only half of eligible participants file claims.
